To my knowledge, no. Dandruff shampoos (prescribed or not) are supposed to improve the scalp, and by improving the scalp, your hair should grow longer/faster. If anything, it will make it grow.

No. Hair growth is about one cm per month and a biological process that cannot be stopped.
